The JAMA article advocates for a primary care "common fund" financed by public and private sources that would directly pay primary care physicians to treat patients. The article noted that CAFP adopted a similar "Primary Care for All" proposal that would allow all Californians to chose a primary care physician not tied to their insurance or employer. The
