CAFP is calling on the Legislature and Governor to take immediate and long-term steps to bolster primary care practices and reform how we pay for primary care. In a letter to state leaders, CAFP detailed the financial threat faced by primary care practices throughout California and the need for private payers to emulate Medicare by providing immediate prospective payment based on 2019 claims. CAFP also urged the State to use this unprecedented moment to convene a working group to develop a plan to transition primary care payment to a value-based model, similar to AAFP’s proposed Alternative Payment Model. Finally, CAFP advocated for the expanded telehealth payment and coverage policies issued by the Department of Managed Health Care (DMHC), the Department of Insurance (CDI) and the Department of Health Care Services (DHCS) to be made permanent.
