On November 21, CAFP staff urged the Healthcare Payments Review Committee, charged with guiding the creation of the State's new All-Payer Claims Database (APCD), to use the APCD to track the proportion of health plan spending dedicated to primary care. CAFP helped secure $60 million in the 2018 State Budget to create the APCD, which will allow the state to gather critical data about public and private insurance claims. APCDs have been used in Oregon and Colorado to track primary care spending and guide policymakers’ decisions on appropriate support levels for primary care. CAFP presented its primary care spending “use case” alongside the Public Policy Institute of California and Covered California, who presented on how the APCD might be used to inform various types of research on health statistics or study 'churn' of enrollees between insurance plans, respectively.
