In April 2024, CAFP established a Primary Care for All (PCFA) Task Force charged with recommending an organizational position on payment and health system models to expand and simplify access to primary care. Members of the task force have expertise in health system financing, practice management, and health policy. The task force convened several times throughout 2024 to research and analyze policy options.
On December 6, 2025, CAFP’s Board of Directors officially approved a new policy developed by the PCFA task force.
Unified financing for primary care in the form of a universal,
state-administered single payer program covering primary care services.
CAFP policy articulates the positions, values, beliefs and priorities of CAFP membership. As policy and advocacy opportunities are presented to the Academy, CAFP policy guides staff and the Board in the positions it takes on proposed legislation, regulations, initiatives, amicus briefs and other activities of the CAFP. While CAFP is not sponsoring legislation on unified financing at the current time, we will continue to engage with stakeholders and experts to consider opportunities to shape and develop this policy in anticipation of future legislative efforts.

CAFP is hosting an interactive town hall webinar on June 17, 6:30-7:30pm, on our Primary Care for All (PCFA) policy and the Unified Financing for Primary Care model. This session will provide an overview of this new policy, its goals, and how it aims to strengthen and sustain primary care in California. We’ll also use this time to hear member input on the model’s strengths and potential challenges. Your feedback will help shape the future of this effort and inform our advocacy strategy.
