Meaningful Use
Family physicians and other health care providers can draw on incentive payments through Medicare (up to $44,000) and Medicaid (up to $63,750) over five years if they meet certain eligibility requirements. ARRA required that providers meet specific “meaningful use” criteria to obtain these incentive payments and called on the Secretary of Health and Human Services to develop and promulgate them.
CMS issued the final rule defining how health care providers can demonstrate "meaningful use" of EHRs to qualify for federal incentive payments under the American Recovery and Reinvestment Act of 2009 (ARRA). This final rule governs what providers must do with their EHRs to be considered meaningful users in 2011 and 2012. View a summary of meaningful use requirements here.

Electronic Health Records (EHR)
The American Recovery and Reinvestment Act (ARRA) (2009) allocated $30 billion to accelerate the adoption of certified electronic health records (EHRs) by physicians. ARRA and related regulations provide incentives to physicians who demonstrate “meaningful use” of an EHR and allocate money for states to develop Health Information Exchanges (HIEs) and Regional Extension Centers (RECs) supporting physicians implementing EHRs. The result of this law is a push for physician adoption of EHRs at a highly accelerated rate. This law also creates a financial penalty for physicians who are not actively using an EHR by 2015.Meaningful Use
