Advocacy and Policy

As part of CAFP’s ongoing effort to advance policy initiatives that positively impact family medicine practices and patients in California, CAFP has made PCMH development and implementation one of our top legislative priorities. The PCMH is an approach to health care delivery that can improve health care quality, enhance access and reduce overall costs, but will require private and public sector support.
Joint Principles on PCMH (pdf)
The Joint Principles of the Patient Centered Medical Home
requires recognition, in the form of payment, for the added value and services offered in the PCMH.  CAFP strongly supports this position.

The Patient Protection and Affordable Care Act (H.R. 3590) contains several provisions that strengthen primary care through payment and otherwise incentivize payment reform.
 
Accountable Care Organizations (ACOs) as a driving force for payment reform.

Electronic Health Records (EHR)

The American Recovery and Reinvestment Act (ARRA) (2009) allocated $30 billion to accelerate the adoption of certified electronic health records (EHRs) by physicians.

CAFP's PCMH Advocacy Efforts

During the 2009 CAFP Strategic Planning meeting, CAFP’s leadership and staff developed an implementation plan that will put family physicians in the forefront of PCMH development, from legislation and advocacy to practice management, from workforce to professional development.

The Patient Protection and Affordable Care Act (HR 3590) provides significant support for the PCMH model.

The Patient Protection and Affordable Care Act (H.R. 3590) contains several provisions that strengthen primary care through payment and otherwise incentivize payment reform. These include a 10 percent Medicare payment bonus to primary care practitioners beginning in 2011.
